Public information conference on the implementation of smoke-free public places in Togo
On Thursday, 8th July 2010, ANCE-Togo held a public information conference on the implementation of smoke-free public places in Togo. This information conference took place in the Chamber of Commerce and Industry of Togo with financial support of the African Tobacco Control Regional Initiative (ATCRI). It was attended by several journalists from public and private media, several ministries, members of Parliament, town councils, hotels and restaurants, trade unions and NGOs.

Public information conference on the implementation of smoke-free public places in Togo
On Thursday, 8th July 2010, ANCE-Togo held a public information conference on the implementation of smoke-free public places in Togo. This information conference took place in the Chamber of Commerce and Industry of Togo with financial support of the African Tobacco Control Regional Initiative (ATCRI). It was attended by several journalists from public and private media, several ministries, members of Parliament, town councils, hotels and restaurants, trade unions and NGOs.
In his opening speech, the Principal Private Secretary representing the Minister of Health pointed out that tobacco kills more than 8 million people each year worldwide and is the cause of several diseases which affect both smokers and non-smokers. He also appealed all public places managers to take urgent measures to declare all these places smoke-free places. The Minister of Health’s representative has also urged the National Assembly to adopt the tobacco control bill which was introduced by the Government several months.
There were four (04) communications which are:
- The status of tobacco-free public places implementation in the world by EBEH Kodjo Fabrice, Executive Secretary of the African Tobacco Control Alliance (ATCA);
- The Legal framework of tobacco-free public places in Togo presented by EBEH Kodjo Fabrice, Executive Secretary of the African Tobacco Control Alliance (ATCA);
- The media's role in the implementation of smoke-free public places in Togo by TEOU-TEOU Essoham, President of the Journalists Network for Tobacco Control in Togo (REJAT-Togo);
- The experience of Kenya in the implementation of smoke-free public places by Rachel Kitonyo, President of the African Tobacco Control Alliance (ATCA) Board.
After these communications, participants asked several practical questions which have been eloquently answered by the presenters. Several interviews were given to the media and all the participants were satisfied with the evidence-based results of the conference. They pledged to promote public smoke-free places in Togo.

ANCE-TOGO makes pressure for adoption of the tobacco control bill.
On Friday, April 16, 2010 ANCE-Togo organised a press conference on the theme "The National Assembly must vote the bill regulating the production, the marketing and consumption of tobacco in Togo". This press conference was held in the conference room of the Ministry of Environment in Lome with the financial support of Campaign for Tobacco Free-Kids (CTFK) and it was attended by about sixty journalists from the public and private media in Togo. This press conference was followed by a media ceremony of wreath laying in honour of those who died of tobacco smoking for lack of tobacco control legislation in Togo.
During this press conference, Mr Ebeh Kodjo Fabrice, Executive Director of ANCE said, "We are deeply disappointed by the extreme slowness in the process of adoption of this law by the National Assembly and this situation is very deplorable”.
Dressed in red (symbol of danger), the speakers agreed that each year smoking is a major cause of deaths in Togo. According to a comprehensive survey conducted in 2002 on tobacco use by the youth, 24.2% of the students surveyed have ever smoked cigarettes (men: 31.8% and women 10.00%).
According to another study conducted in 2006, tobacco killed 7.2% men surveyed and 2.3% women surveyed. They died of trachea cancer, lung cancer, bronchial tube cancer and respectively 17.2% and 6.2% men and women died of lip cancer, oral cavity cancer and pharynx cancer. In addition, the tobacco smuggling ruins the national economy and undermines any development effort. According to a study conducted, between 2003 and 2007, cigarette smuggling made the Togolese state lose an amount of at least five billion two hundred seventy seven million ninety-four thousand eight hundred and eighty-four francs CFA (5 277 094 884 FCFA).
Togo has signed the WHO Framework Convention on Tobacco Control (FCTC) on May 16, 2004 and ratified it on November 15, 2005. In addition, Togo committed to insert the guidelines for implementation of this Convention into its domestic law. The bill which drags on the table of the National Assembly for two years got into the relevant provisions of the FCTC.
The Director of ANCE has also denounced the meeting held two weeks ago between 5 representatives of the British American Tobacco (BAT), in the presence of their lawyers and the members of the committee in charge of examining the bill at the National Assembly. During this private audience, the tobacco industry would consider that "the bill was too rigid and it would not enable them to do their business; what would be a violation of international trade rules."
ANCE denounces this serious interference of the tobacco industry in the affairs of a sovereign State. The Article 5.3 of the FCTC asks governments to protect public health policies from any interference of the tobacco industry.

ANCE-TOGO makes pressure for adoption of the tobacco control bill.
ANCE-Togo organized this Friday, December 11, 2009 a press conference on the topic “The National Assembly must vote the bill regulating the production, marketing and consumption of tobacco products in Togo”. This press conference was organized at Hôtel Ibis in Lome with the financial support of CTFK and it knew the participation of 52 journalists coming from the public and private media of Togo.
The purpose of this press conference was to make pressure on the National Assembly of Togo for adoption of the national law on tobacco control. Indeed, since April 16, 2008 the Togolese Council of Ministers had adopted the bearing bill regulating the production, marketing and consumption of tobacco products in Togo. This bill was sent to the National Assembly for study and adoption. But this bill did not integrate all the relevant provisions of the FCTC. This is why ANCE made a lobbying near the National Assembly to stop its adoption. With the financial and technical support of CTFK, this bill was revised and today it meets the international standards on tobacco control.
ANCE and all its partners urge the National Assembly to adopt this law before the end of December 2009.
According to the Executive Coordinator of ANCE, Dr Ebeh Kodjo, tobacco kills hundreds of Togolese citizens each year. The prevailing rate of tobacco addiction among young people is 14% and generally, the prevailing rate of tobacco addiction in Togo is 31,3%. Moreover, the illicit trade of tobacco products makes Togo lose more than 15 billion francs CFA each year.
The adoption of this national law on tobacco control by the National Assembly enables to save human lives and promote sustainable development of our country.

- Launching of the Togo ATSA project
More than thirty participants coming from different ministries, parliamentarians, NGOs, public and private media and researchers from the university have so far validated the document of the tobacco situational analysis in Togo.

Launching of the Togo ATSA project.
This Friday, November 20, 2009, was held at the Hotel Ibis Lomé, a workshop of validation of the document on the tobacco situational analysis in Togo. Organized by ANCE Togo, this project has been financially supported by the African Tobacco Control Regional Initiative (ATCRI) and the International Development Research Centre (IDRC). The workshop was attended by at least 30 participants coming from several departments of the state such as the Ministry of Health, the Ministry of Trade, the Ministry of Justice, the Ministry of Education, the Ministry of the Economy, the Ministry of Agriculture, the Ministry of Human Rights, etc. It also noted the active participation of the president of the Socio-cultural Developmental Committee of the National Assembly of Togo, in charge of the study of the national tobacco control bill, as well as several NGOs and public and private media. The workshop was also attended by the FCA Regional Coordinator, Mr. Adeola Akinremi, the ATSA Program, Dr. Eugene Gbedji and the Executive Director of ATCRI, Mr Bode Olouwafemi and other staff members of ATCRI.
Opening the workshop, the representative of the Minister of State, Minister of Health of Togo, Dr Sadjo congratulated ANCE for this initiative and affirmed that the Ministry of Health strongly supports this initiative. He also thanked the IDRC for its financial support. Mr. Adeoala, the FCA regional coordinator presented FCA to the public and emphasized on the need to implement the FCTC and its guidelines. The Director of ATCRI, Mr Bode also presented his organization to the audience and said he was pleased to collaborate with ANCE on this project. The IDRC representative, Dr Eugene Gbedji recalled the spirit of the ATSA project and wished the Togo project all success.
The tobacco situational analysis document identified six (06) priority areas. The full document of this study will be available on the ANCE’s website very soon.

A tobacco control journalists network established in Togo
At the end of the journalists capacity building workshop on the WHO Framework Convention on Tobacco Control (FCTC) and its implementation directives, which was held on August 13 -14, 2009 at FOPADESC, Agoènyivé, the journalists who were trained decided to create a tobacco control journalists network called "Réseau des Journalistes pour la lutte Anti-Tabac au Togo (REJAT-TOGO)".
The Board of this network is composed of the following members of public and private media: televisions (The national channel (TV), TV7, LCF), newspapers (Togolese Agency of Press (ATOP), the Indépendant Express, Flambeau des Démocrates, Le Patriote), the radios (CITY FM, Radio Rurale). REJAT aims to support ANCE in its campaigns for the implementation of the FCTC and its guidelines in Togo.

Pupils awareness on the dangers of the tobacco in Lomé.
On this Friday, October 09th, 2009 ANCE organized an awareness campaign at the private secondary school Le Jourdain, on the misdeeds of tobacco.
The awareness raising was intended for the pupils and was widely covered by the Agence Internationale d’images de Télévision (AITV) a French television channel which works in partnership with TV7, a Togolese channel.
The awareness raising began with the introductory speech of the Head master of the aforementioned secondary school who, having congratulated the ANCE for its initiative, handed over to Mr Ebeh and Mrs Lawson who kept the pupils in suspense for approximately 45 minutes.
The awareness raising concerned the dangers of tobacco, especially diseases as cancers, cardiac troubles, respiratory diseases, etc. They also mentioned the fact that women who are more fragile by nature, when they smoke, are exposed to the problems of menopause, fertility, etc. Furthermore, pregnant women who smoke expose their child to grave health troubles. They also specified that people exposed to the tobacco smoke run the same risks as those who smoke; relatives and teachers should not smoke before their children or before their pupils and thus, all public places (workplaces, public transports, schools and other public places) should be smoke free.
The project’s team invited the pupils who smoke to stop smoking, and those who have not initiated it yet not to venture into this vicious circle.
